- 治道之衰,起于文法之盛；弊蠹之滋,始于簿书之繁。彼所谓文法簿书者,不但经生黔首懵不见闻,即有司专职,亦未尝检阅校勘。何者?千宗百架,鼠蠹雨浥,或一事反复异同,或一时互有可否。后欲遵守,何所适从?只为积年老猾谋利市权之资耳,其实于事体无裨,弊蠹无损也。呜呼!百家之言不火而道终不明,后世之文法不省而世终不治。
- 治道之要有三,曰立志、责任、求贤
- 治道只要有先王一点心,至于制度文为,不必一一复古。有好古者,将一切典章文物都要反太古之初,而先王精意全不理会,譬之刻木肖人,形貌绝似,无一些精神贯彻,依然是死底。故为政不能因民随时,以寓潜移默化之机,辄纷纷更变,惊世骇俗,绍先复古,此天下之拙夫愚子也。意念虽佳,一无可取。
